Interview with Angell Cherubini, President of the Free Community of Promolands

As the first question I ask who's Angell Cherubini and why he decided to found the Free Community of Promolands?   Angell Cherubini is the pseudonym / anagram for Luke Berlenghini. Married and father of a child born in Rome in 1966 and acquires citizenship of Promolands in May 2008 when in fact he decided to found this Free Community. Angell Cherubini is first of all a person who believes in what he does, a dreamer (as needed), but also "with feet firmly on the ground" for no other has assets, a degree in Economics and some specializations (corporate communication, multimedia information, management of non-profit organizations and safety in the workplace). I ask this because some time ago with another well-known character of our world, Alessandro Magnaterra, there was discussion about the meaning of the presence of Micronations very similar and apparently identical. So what's different between the Democratic Republic of Vitla and the Free Community of Promolands?   Promolands has good ideals like any other micronation; specifically, it may refer to the ideals of equality and freedom in the broadest sense of the term, the right of every human being to live happily and in peace, to see the created their ambitions, to believe that there is an acceptable solution to every human problem, to reflect continuously on the situations and events that happen around. How many have ever wondered why in spite of the immense natural resources available, the vast capacity to produce and the enormous technological progress, the poor have quintupled and four out of five of us live evil? How many more people have wondered why in spite of the liberation struggle, the statements of the inviolable rights of the person and equality, the states have not been able to ensure conditions of life and development acceptable to all human beings? I could go on but go well beyond generating causes out answer. I will only add that any micronation or community, by the mere fact that she was born from a precise determination, has every right to exist and to be respected as such, without discrimination.   A very simple question that concerns us very closely what he thinks of the Republic of which are Citizen?   I have positive thoughts. On the diplomatic front, Promolands has automatically detected the following micronations or states: AMOMU, Principality of Sealand, Kingdom of Talossa and the Principality of Seborga. As a signatory, as well as Vitla, a treaty of recognition, friendship and cooperation with the following micronations or states: Reino de Buenos Aires, Res Publica SPQR, Cisapina Republic, Republic of Italica, Aerican Empire, Republic of A1 Grand Duchy of Flandrensis and Republic of Nosotro. In particular, with the latter, there are excellent diplomatic relations (there was a recognition of their passport on our territory). Or other micronations states have responded to the diplomatic or have not considered necessary the formulation of any treaty (according to the Montevideo Convention), and among these are: Kingdom of TorHavn, Wirtland, Imperio Destroy, Reino de Finismund, Democratic People's Republic of Erusia, The Federal States of Antarctica and Republic of Azusa.   And obviously I can not ask you what you think of the level of various Cultural Micronational Micronations of our panorama of the Italian language.   Talk about a good cultural level is granted. What is your relationship with Promolands UMMOA, with other Member Archipelago and especially with the illustrious Cesidio Tallini?   Promolands - as is widely known - is part of the nations of the project but also UMMOA Fifth World Community (5WC) including micronations with a bit of living history. In fact, the same Tallini has added Micronation Promolands among the Nations on the dedicated website (it is already fully functional DNS of http://promolands.5wc.org). There is good agreement with HMR Tallini and a frequent exchange of ideas and information (I was also the main proponent of the recognition of passport UMMOA on our territory). Of him I can only appreciate publications and numerous insights in favor of the "cause micronazionalista."   Now a question about his idea to bring the economy to a virtual state and aterritoriale. Do not you think that it is a utopian project and excuse the word almost useless?   Reading between the lines of the Magna Carta of Antracticland I read things very wise and a great folly. The great nonsense is "a new model of state tax". This is not possible. It would be like not to respect economic relations or deny its existence. I'll try to explain better talking to the economic-monetary Promolands.   It 'stranoto that money will rule the world. Today, money is represented by a coin, so different from country to country, which in essence it remains legal tender anywhere. What does this mean? After all, people come together because they share the same interests.   I noticed that Promolands is wondering on the development of its culture. Come prima domanda le chiedo chi è Angell Cherubini e perché ha deciso di fondare la Libera Comunità di Promolands?

Angell Cherubini è lo pseudonimo/anagramma di Luca Berlenghini.  Sposato e padre di una bambina, nasce a Roma nel 1966 e acquisisce la cittadinanza di Promolands nel maggio del 2008 quando appunto decide di fondare questa Libera Comunità.

Angell Cherubini è innanzitutto una persona che crede in quello che fa, un sognatore (quanto basta) ma anche “con piedi ben saldi per terra”: non per altro ha, all’attivo, una laurea in Economia e alcune specializzazioni  (comunicazione aziendale, informatica multimediale, gestione di enti non profit e sicurezza sui luoghi di lavoro).

Nel 2008 ispirato e incuriosito dal fenomeno micronazionalista e dal suo libero sviluppo sulla “rete delle reti”, intuisce il buon momento e fonda, coadiuvato da una cerchia ristretti di amici, la micronazione Promolands che in seguito assumerà  l’appellativo di “Libera Comunità di Promolands”.

Ad oggi, la visione micronazionalista risulta rafforzata anche se all’orizzonte si intravede una minaccia al principio di base totalitario per Promolands, ossia la libertà di informazione!  Ritengo, infatti, che in passato i cd. “Grandi del Mondo” abbiano sottovalutato le potenzialità di internet che dà la possibilità alla gente (quella comune) di aggirare i principali media che controllano l’informazione.  E ora vorrebbero porre rimedio facendo leva sul buon senso.  Quando il buon senso imporrebbe un “non ingabbiamento” del flusso libero di informazioni.

Su che ideali si fonda la Libera Comunità di Promolands? Le chiedo questo perché un pò di tempo fa con un altro noto personaggio del nostro mondo, Alessandro Magnaterra, si discusse sul senso della presenza di molto Micronazioni similari e all'apparenza identiche. Insomma cosa c'è di differente tra la Repubblica Democratica di Vitla e la Libera Comunità di Promolands?

Promolands ha buoni ideali al pari di qualunque altra micronazione; nello specifico, si potrà accennare agli ideali di uguaglianza e di libertà nel senso più ampio del termine, al diritto di ciascun essere umano di vivere felicemente e in pace, a quello di vedere realizzate le proprie ambizioni, di credere che esiste una soluzione accettabile ad ogni problema umano, di riflettere continuamente sulle situazioni attorno e sugli eventi che accadono.  Quanti si sono mai chiesti il perché nonostante le immense risorse naturali disponibili, la grande capacita di produrre e l’enorme progresso tecnologico, i poveri sono quintuplicati e quattro su cinque di noi vivono male? Quanti ancora si sono chiesti il perché nonostante le lotte di liberazione, le dichiarazioni dei diritti inviolabili della persona e dell’uguaglianza, gli stati non hanno saputo assicurare condizioni di vita e di sviluppo accettabili per tutti gli esseri umani? Potrei dilungarmi sulle cause generatrici ma andrei ben oltre fuori risposta.  Aggiungo solo che qualunque micronazione o comunità, per il solo fatto che è nata da una precisa volontà, ha il sacrosanto diritto di esistere e di essere rispettata come tale, senza discriminazioni di sorta.

Una domanda molto semplice che ci riguarda molto da vicino: cosa ne pensa della Repubblica di cui sono Cittadino?

Ho pensieri positivi.  Dai dibattiti affrontati, posso affermare che ci siano al suo interno persone capaci e di buona cultura.  Rispetto a due anni fa, ho notato più compattezza d’intenti e una aumentata dose di complicità (l’unificazione tra le “due Vitle” ha rappresentato, oltre ad una svolta storica, un esempio di grande maturità). Indiscutibile la partecipazione dei cittadini alla vita sociale e politica di Vitla, tant’é che da una ipotetica proiezione delle micronazioni con più elevati indici (si prenda come esempio il solo indice di partecipazione sul forum, dato da M/D dove M = messaggi e D = dibattiti), Vitla si attesta sulle primissime posizioni.

Per quanto riguarda la vita politica, ho letto che recentemente è stato eletto un nuovo Presidente con un nuovo vice-Presidente.  Spero che queste elezioni portino veramente quella “ventata” di novità che un po’ tutti si auspicano e che sembrano necessarie – come fatto intendere dal giornale La Fenice – per uscire dalla crisi segnata da una sorta di immobilismo di idee!

Per quanto attiene, infine, alla vita sociale, non posso che prendere spunto dalle numerose iniziative dei Circoli, del nuovo “Istituto per lo Studio e la Revisione Costituzionale” e dal Centro Sicurezza Vetlano.

Che rapporti ha la Libera Comunità di Promolands con l'estero e con il mondo micronazionale di lingua non italiana?

Promolands é aperta verso qualsiasi micronazione e nazione esistente, senza alcuna preclusione.  Sul piano diplomatico, Promolands ha riconosciuto automaticamente le seguenti micronazioni o stati: UMMOA, Principato di Sealand, Regno di Talossa e Principato di Seborga. Mentre ha sottoscritto, oltre che con Vitla, un trattato di riconoscimento, amicizia e cooperazione con le seguenti micronazioni o stati: Reino de Buenos Aires, Res Publica S.P.Q.R., Repubblica Cisapina, Repubblica Italica, Aerican Empire, Republic of A1, Grand Duchy of Flandrensis e Republic of Nosotro. In particolare, con quest’ultima, ci sono ottimi rapporti diplomatici (c’è stato un riconoscimento del loro passaporto sul nostro territorio). Altre micronazioni o stati non hanno risposto all'invito diplomatico oppure hanno ritenuto non necessario la formulazione di alcun trattato (in accordo alla Convenzione di Montevideo) e tra queste ci sono: Kingdom of TorHavn, Wirtland, Imperio Destroy, Reino de Finismund, Democratic People's Republic of Erusia , The Federal States of Antarctica e Republic of Azusa.

Ed ovviamente non posso non domandarle cosa ne pensa del livello Culturale Micronazionale della varie Micronazioni del nostro panorama di lingua italiana.

Parlare di un buon livello culturale è scontato.  Emerge palesemente.  Non è scontato, invece, discutere se questo “buon livello culturale” possa essere sufficiente a far riconoscere il micronazionalismo al di fuori di internet.  In poche parole, ad accreditare le cd. “nazioni virtuali” tra le nazioni con pretese indipendentistiche.  Si sà, parlare di indipendenza e di autodeterminazione è sempre difficile.  Tempo fa, un gruppo politico indipendentista svolse alcune riunioni di formazione, nel tentativo di spiegare problemi e difficoltà di un scelta “altra” rispetto alle tendenze e alle mode che semplificano i problemi ricorrendo a parole “magiche” come “mondializzazione” o “globalizzazione”.  Ebbene, il gruppo s’accorse sostanzialmente che non esistono norme, leggi, disposti del diritto internazionale che consentano direttamente il libero accesso all’autodeterminazione e, quindi, all’indipendenza da parte di tutti i Popoli e di qualunque Popolo.  Ad eccezione di alcuni riferimenti.  Ed i riferimenti che furono presi in considerazione riguardarono le cd. “minoranze etniche”.  Ed è proprio in quest’ottica che ci si dovrà muovere per l’indipendenza micronazionalista: nell’affermazione, cioè, della valenza del principio secondo il quale le cd. “minoranze” sono, in realtà, Popoli cui và riconosciuto il diritto all’autodeterminazione.  In tal senso vanno recuperati tutti i documenti e le carte internazionali, compresa l’importantissima Dichiarazione Universale dei Diritti Collettivi dei Popoli che rappresenta l’unico documento internazionale nato non dal volere degli Stati, ma dalla collaborazione tra i Popoli e delle Nazioni senza Stato. Interrogarsi poi sull’esigenza di affrontare la problematica secondo l’ottica “etnica” - in base alla quale gli Stati dovrebbero esser costituiti sulla base di una identità storica, culturale e linguistica - non potrà che giocare un ruolo favorevole al trinomio micronazionalistico: Indigo (identità etnico-storica), Jus Cerebri Electronici (identità socio-culturale), Interlingua (identità linguistica).

Ho notato che la Libera Comunità di Promolands fa parte del progetto di Cesidio Tallini, AMOMU. Che rapporto ha Promolands con Amomu, con gli altri Stati dell'Arcipelago e soprattutto con l'illustre Cesidio Tallini?

Promolands - com’è ampiamente noto - fa parte delle nazioni di AMOMU ma anche del progetto Fifth World Community (5WC) che comprende micronazioni con un pò di storia vissuta.  Infatti, lo stesso Tallini ha aggiunto la Micronazione Promolands fra le Nations sul sito dedicato (è già perfettamente funzionante il DNS di http://promolands.5wc.org). Con HMR Tallini c’è un’ottima intesa ed un frequente interscambio di idee e informazioni (sono stato anche il principale fautore del riconoscimento del passaporto AMOMU sul nostro territorio).  Di lui non posso che apprezzare le pubblicazioni e le numerosi intuizioni a favore della “causa micronazionalista”.

Adesso una domanda sulla sua idea di introdurre l'economia in un Stato Virtuale ed aterritoriale. Non crede che sia un progetto utopico e scusi la parola quasi inutile?

Leggendo tra le righe della Carta Magna di Antracticland ho letto cose molto savie e una grande corbelleria. La grande corbelleria è “un nuovo modello di Stato esentasse”.  Questo non è possibile. Sarebbe come non rispettare i rapporti economici o negare l’esistenza.  Cercherò di spiegarmi meglio parlando proprio dell’aspetto economico-monetario di Promolands.

E' stranoto che con il denaro si governa il mondo. Oggi, il denaro è rappresentato da una moneta, diversa sì da paese a paese, che nella sostanza resta ovunque a corso legale. Cosa significa ciò? Al momento della emissione, questo tipo di moneta è completamente priva di valore. Viene emessa dalle banche centrali interamente allo scoperto. E' come una finta cambiale al portatore senza scadenza e ha valore solo perché è imposta dalla legge. Tuttavia, chi emette e possiede questa moneta può acquistare beni e titoli con valore reale. E' un paradosso, per non dire di peggio: con una cosa che non vale nulla, si acquistano cose che hanno valore! E non solo. Con questa moneta senza valore si finanziano l'economia, la religione, la politica e la guerra. Ma cosa si può fare? Cosa noi di Promolands abbiamo cercato di fare? Semplicemente, nel nostro micronazionalismo, abbiamo cercato di adottare una moneta a valore reale, assegnandola inizialmente in parti uguali a tutti i cittadini con almeno sedici anni di età. Non una nuova moneta a corso legale ma una moneta libera di essere accettata (e quindi, scambiata), fondata sul lavoro: la e-cash.

Abbiamo ritenuto che solo con una moneta interamente garantita fin dall'emissione e che poteva rappresentare il lavoro, era possibile ridistribuire ricchezza: e-cash come unico strumento che può provocare il riequilibrio dei rapporti economici. Nessun mezzo - riteniamo infatti - può essere più efficace a questo scopo di una moneta accettata (e mai obbligata) e adottata dai lavoratori e dai consumatori e, quindi, necessariamente dalle imprese e/o organizzazioni private e pubbliche. Così facendo, la moneta cesserebbe di essere strumento di potere e diventerebbe mezzo che rappresenta lavoro produttivo. Con e-cash si rovescia il presupposto storico secondo il quale la moneta sarebbe effetto dei rapporti economici, quindi della proprietà, e si afferma invece il principio che proprio la moneta in sè, poiché rappresenta beni, determina gran parte dei rapporti economici. E per dar maggior forza a questo concetto di moneta del lavoro, interscambiabile, abbiamo creato il nostro mercato micronazionale (MiCrO_BaZaR) e promosso una organizzazione commerciale (PromoServices), non disdegnando il souvenirs-marketing con la Promo Art.

In conclusione, non mi sembra un progetto inutile né tanto utopico. 

Non avrebbe più senso introdurre il diritto di impresa e poi saranno le imprese a decidere se essere imprese completamente free o a pagamento?

In Promolands le organizzazioni private sono libere di nascere in maniera completamente gratuita.  Ma in merito alla loro contribuzione, è già stata varata la Legge 2/2009 – Legge Bilancia che, all’articolo 4, prevede per le Organizzazioni Private un’unica imposta, denominata <<micro-patrimoniale>>, nella misura del 10%; l’imposta andrà a tassare la quantità unitaria venduta od il servizio unitario offerto.  Il gettito derivante dalla micro-patrimoniale confluirà nelle casse dell’Ente Risorse Pubbliche. Ad alcuni, la sopra citata “imposizione fiscale” potrà sembrare una forzatura ma s’è sempre preferita la chiarezza. E chiarezza per chiarezza: non conosco nessun Stato che non tassi le organizzazioni private!

La seconda domanda riguardante alcuni aspetti interessanti del suo Stato è in merito all'Interlingua.

Anche la Repubblica Democratica di Vitla sin dal giorno della sua fondazione ha voluto dar vita ad una sua lingua tanto è vero che Vitla ha una lingua di Stato pari all'italiano, considerata Tradizione Vetlana, ma che pur troppo ancora nessuno conosce e nessuno utilizza. Crede che il progetto Interlingua possa fare la stessa fine nella Libera Comunità di Promolands?

Esiste questo rischio ma una cosa va chiarita.  Promolands non ha creato una nuova lingua perché l’Interlingua esisteva già.  L’ha semplicemente adottata.  E le ragioni sono state molteplici: perché é facile da apprendere, é abbastanza diffusa, sperimentata e apprezzata.  Dietro, poi, esiste un grande interesse, diversi blog e forum.  Quindi, risulta facile l’autoapprendimento e il confronto dialettico.  Ci si aspetta, altresì, un richiamo di interesse verso la stessa Promolands.  In fondo, le persone si uniscono poiché condividono gli stessi interessi.

Ho notato che Promolands si sta interrogando sullo sviluppo di una sua Cultura. Lei che idea ha per sviluppare una vostra Cultura ed Identità Nazionale, o meglio detto, ha in mente alcune azione concrete ed astratte da proporre per portare avanti questo processo culturale?

Fin dalla sua comparsa sulla scena micronazionale, significativo è stato il sostegno e la partecipazione attiva di tutti i cittadini per quanto riguarda la scelta di non creare una propria università (molto costosa in termini di energie e di tempo), ma creare, in seno, speciali "Tematiche", al fine di discutere in merito a propri interessi e attinenze nazionali e comunque indirizzate verso la promozione e lo sviluppo di una propria identità intellettuale, in base alla sensibilità di ciascun concittadino e in favore di un nuovo patrimonio culturale comune. La produzione dell’inno ufficiale denominato La Luce da parte di Tally Ho!, un artista sconosciuto alla grande platea, è l’ennesimo sforzo in questa direzione. Anche se non esiste uno specifico programma culturale (perché  attualmente non è avvertita la necessità), né una legge per diffondere e preservare tradizioni culturali e folkloristiche proprie.  E’ oramai risaputa, però, la scelta di adottare il Calendario Cesidiano, di far proprio l'orario espresso in bit (meglio conosciuto come "internet time") e di aver stabilito ufficialmente 25 festività all’anno.

Che cos'è l'Associazione Promocentro?

E’ un’associazione che esiste realmente e ha sede territoriale in Campania, precisamente a Fasani di Sessa Aurunca. E’ registrata dal 10/03/1997 presso l'Ufficio del Registro di Sessa Aurunca (CE) al n. 162 e ha chiesto ed ottenuto in data 27/06/1997 l'iscrizione all'albo delle associazioni operanti a livello locale.

L’associazione nasce nel marzo '97 poiché fortemente voluta da un gruppo di giovani che condividevano un grande progetto: creare condizioni favorevoli allo sviluppo globale del territorio Aurunco e stare vicino alla gente e ai suoi problemi. Come recita lo statuto associativo: "L'Associazione, si propone di compiere studi e ricerche per lo sviluppo culturale, sociale, economico, morale, ricreativo, ambientale, artistico e professionale".

Recentemente, l’associazione Promocentro è operante anche all’interno della Libera Comunità di Promolands e del 5WC dove è stata riconosciuta come organizzazione non profit (Organisations).

Progetti, aspettative, idee per il futuro della Libera Comunità di Promolands ce ne sono e se si possono sapere ce le può illustrare?

Il futuro è denso di aspettative e progetti.  Attualmente - e questo già da molto tempo perché rappresenta la priorità - stiamo lavorando sulla creazione fisica della e-cash e sul portale CyberPay: il progetto ambizioso è quello di creare una piattaforma intermicronazionale fruibile da qualsivoglia micronazione esistente! Infatti, CyberPay diverrà un portale dove avverranno i pagamenti in e-cash, euro dollaro e yen e sarà disponibile liberamente alle micronazioni che vorranno usufruirne.  Nella sostanza, ciascuna micronazione o anche ciascun micronazionalista potrà acquistare e/o vendere beni e/o servizi e regolamentare le transazioni commerciali o finanziarie tramite questo canale telematico.  Ovviamente, CyberPay offrirà garanzie reali di solvibilità.

Altri progetti sono: Freedom!, Geo e una Forza di Sicurezza Intermicronazionale.  Freedom! È stato istituito con la Legge 3/2009 – Legge Comma e sarà il giornale ufficiale di Promolands redatto da Nichol Le Bennerg.  Geo, invece, sarà un sistema di pronto soccorso che consente di garantire la sicurezza personale ed evitare o limitare il rischio di violenze di qualsiasi natura: tentativi di stupro, furto, rapina, sequestro e qualsiasi altro pericolo imminente. Infine, la Forza di Sicurezza Intermicronazionale funzionerà con tre settori fondamentali: servizio informazioni, iniziative diplomatiche ed azioni difensive.

Bene, direi che l'intervista da parte mia è finita se vuole dire qualcosa in particolare lo dica pure in Libertà e in tranquillità.
